I never really mess with the registry, except to clean it, but will take a look at that and the BIOS. That seems to give me a clean reboot. Are you using a laptop or a PC? If you are using a laptop, then Dell should’ve provided you key points in configuring your BIOS in order to disable the fast startup of your PC.
